Municipal Holding Releases
Randolph County research did not identify a separate public municipal jail roster for Roanoke, Wedowee, Wadley, Woodland, or other local police departments in the county. That finding is important because a municipal holding cell is usually not the same record system as the county detention center. A person may be held briefly for officer processing, warrant review, court appearance, bond handling, or transfer. If the person is not booked into the Randolph County Detention Center, the proof trail may stay with the municipal police department, municipal court, district court, magistrate, or case file rather than the sheriff's public roster.
If the person is booked into the county detention center, the release route changes. The Randolph County Detention Center becomes the source for the booking and release episode, and the sheriff's current roster can show whether the person is still in local custody. If the person later drops off the roster, confirmation should come from the jail register entry, booking sheet, release record, court action, or the agency that received custody. A transfer to ADOC is not a community release. A federal or immigration transfer must be verified outside the municipal or county roster.
| Custody stage | Likely record holder | Release check |
|---|---|---|
| Short municipal hold | Police department, municipal court, or magistrate/court file | Ask the city agency or court about the specific incident or case. |
| County jail booking | Randolph County Sheriff's Office | Use the current roster first, then request the release record if the booking ended. |
| State prison transfer | ADOC, then ABPP or ADOC records for later release | Use ADOC current search while incarcerated and state records for history. |
| Federal or immigration transfer | BOP, ICE, federal court, or receiving agency | Use the federal or immigration source that controls custody. |
Confirm a Municipal Release
The first question is whether a county booking occurred. A municipal police hold can be too short or too local to appear in the sheriff's public roster. The research did not find a city-level release list, so the release search has to follow the actual paperwork path. A municipal citation, warrant, arrest report, bond action, or court setting may explain the outcome even when there is no county roster row.
- Identify the city or police department involved, such as Roanoke, Wedowee, Wadley, Woodland, or another Randolph County municipality.
- Check whether the person was transferred to the Randolph County Detention Center by searching the sheriff's current inmate roster.
- If a county booking appears or recently appeared, use the sheriff's detention center contact route to ask about the booking and release entry.
- If no county booking appears, ask the municipal police department or municipal court about the incident record, citation, bond, or release paperwork.
- Check the Randolph County Circuit Clerk, magistrates, or Alacourt Access if the matter moved into state court.
No separate municipal release feed was found, so a city hold should not be treated as a county jail release unless a county booking exists.
This distinction also protects against a common error. If someone was stopped, cited, and released by a municipal officer, the county detention center may have no jail release record because the person was never booked into county custody. If the person was transported to the county jail, the municipal incident and the sheriff booking may both matter. The municipal record explains the police event, while the sheriff record explains the county custody episode.
Municipal Records Contacts
No single public municipal holding roster was identified for Randolph County municipalities, so the contact route starts with the agency that made the stop or hold. For a county booking, use the sheriff's detention center. For a court action, use the Randolph County Circuit Clerk or the court tied to the citation or warrant. The sheriff's office and detention center should not be asked to confirm a city-only event unless the person was also booked at the county facility.

The Randolph County magistrates and warrants page adds another local point. It explains that magistrates are part of the judicial branch and must be neutral in warrant issuance. It also says warrant questions can be complicated and gives the magistrates' phone route through the Circuit Clerk. That means a municipal hold tied to a warrant may require court contact even if the person has already left police custody.
When County Booking Starts
A municipal hold becomes part of the county jail release workflow when the person is booked into the Randolph County Detention Center. At that point, the public roster may show the person while they remain in current custody. The roster fields observed during research included photo, last name, first name, middle name, age, sex, booking date, race, height, and weight. Detail pages for active detainees showed a larger photo, booked date, and charges. These details help identify the correct booking, but they are not the same as a release ledger.
Once the person leaves county custody, the active roster may no longer show the booking. The sheriff's release or jail register record is the better source for release date, release time, release type, receiving agency, or discharge. Alabama Code Section 36-22-8 supports asking for the sheriff jail register or discharge entry, though the modern format may be electronic and public access can be limited by law. A release from county jail may also appear indirectly in court records through bond, disposition, sentence, dismissal, warrant recall, or transfer action.
- Municipal hold
- A short police-controlled custody event before or apart from a county jail booking.
- County booking
- The formal jail record created when the sheriff accepts a person into county detention.
- Release record
- The record showing when a custody episode ended and why it ended.
- Transfer
- A custody change to another agency, not necessarily release back to the community.
Court Records After Holding
Court records are often the most durable source after a short police hold or county jail booking. The Randolph County Circuit Clerk page gives the local courthouse contact, and Alabama's Unified Judicial System and Alacourt Access provide statewide court-record channels. A case-action summary may show bond, plea, sentencing, probation, dismissal, nolle prosequi, acquittal, revocation, or other action that explains why custody ended.
The magistrates page is also relevant because it describes local warrant jurisdiction and states that an arrest warrant is not a matter of public record until served. It says someone who suspects a warrant must appear in person at the Randolph County Sheriff's Department. For release work, that means warrant status and release status should not be mixed. A person can be released from one municipal or county custody episode and later have a separate warrant issue. A warrant can also lead to a new booking after a prior release.
When asking a court office for help, use the person's full name, the date of the incident or booking, the police agency if known, and any case or citation number. Court staff cannot give legal advice, but they can often point to the correct public case record or tell a requester how to access court documents.
State and Federal Limits
A municipal or county release search should not stop at the city agency if another system took custody. ADOC's public inmate search is useful for current state custody, but Alabama's research finding is strict: the ADOC public search states that it only contains currently incarcerated inmates and that historical data is not available online. For someone transferred from Randolph County to state prison and later released, ADOC public records, Alabama VNS, ABPP, and court records become more reliable than expecting a public released-offender archive.
Federal and immigration custody are separate as well. No federal Bureau of Prisons facility, dedicated ICE detention center, or U.S. Marshals contract detention center was identified as physically located in Randolph County. If a municipal or county hold ends because a federal agency assumes custody, the local release or transfer entry should identify the end of local custody, but the federal release status has to be checked through the BOP inmate locator, federal court, ICE's locator, or the receiving agency. A transfer is not the same as a clear release home.
